Effective December 6, 2011 all new Quebec Skilled Worker applicants are required to submit the results of a standardized test if they wish to obtain selection points for their French or English language proficiency.

Quebec - Accelerated selection of skilled workers

In order to accelerate the selection and arrival in Québec of workers whose occupational profile corresponds to a job that is in demand, the Ministère de l’Immigration et des Communautés culturelles will give priority to certain applications for a Selection Certificate, as of October 14, 2009.

Quebec Immigration - Skilled Worker Program

Quebec-selected skilled workers must have the skills, education, work experience and French language ability needed to make an immediate economic contribution to the province of Quebec and establish themselves successfully as permanent residents in Canada. If you want to come to Canada as a Quebec-selected skilled worker, you must first apply to the Quebec government for a certificate of selection (Certificat de selection du Quebec).
