Decision to limit the intake of new applications for selection certificate (CSQ)

The Ministry of Immigration and Cultural Communities of Quebec (MICC) has taken a decision to limit the intake of new applications for selection certificate (CSQ) in an attempt to reduce processing times and thus be able to select economic immigration applicants faster.

The above decision, which is pending adoption by the National Assembly of Québec will be retroactive from March 21, 2012 and will limit the maximum number of INVESTOR applications to 2700(received between 7 pm on March 21, 2012, and 7 pm on March 31, 2013 (Quebec time)).

Self employed and entrepreneur applications will be limited to 215. Skilled workers will be divided into two categories, one of which will be limited to 14 300 applications. For more information, please visit the MICC website.

Following Citizenship and Immigration Canada's release of Operational Bulletin 378, MICC has also issued a directive instructing agencies to continue treatment of Iranian files as per standard procedure.

Due to the recent economic sanctions, financial transactions with Iranian financial institutions are restricted, therefore clients may have to apply to the Ministry of Foreign Affairs for a permit in order to be able to make the required investment for the Immigrant Investor Program.

Following the International Atomic Energy Agency (IAEA)’s November 9 assessment of Iran’s current nuclear program, Canada, together with a growing list of like-minded countries, is implementing a series of new, tougher measures against Iran.
On december 15th, Quebec Immigration announced that as of November 21, 2011 they will no longer accept applications under the Immigrant Investor Program from Iranians in Iran. Any applications received after November 21, 2011 will be returned to the applicant. Moreover, its is not clear whether they will accept applications from Iranians living outside Iran.

The Quebec Business Immigration program seeks applicants with business, management, or self-employed experience. The applicants must intend to settle in Quebec. There are three different types of business immigration programs. Each program has different prerequisites. The Quebec Investor Program is more popular than the Federal Investor Program due to its faster processing timeline.
